				<content:encoded><![CDATA[<p><em><a href="http://www.alyunaniya.com/eu-public-opinion-on-cybersecurity/safer-internet-day-6/" rel="attachment wp-att-5660"><img class="alignleft size-full wp-image-5660" title="Safer Internet Day 6" src="http://www.alyunaniya.com/wp-content/uploads/2012/07/Mobile-online-source-EU.jpg" alt="" width="500" height="336" /></a>Eurobarometer</em> issued a report that brings together the results of the Special Eurobarometer public opinion survey on “cyber security” in the EU27 countries. It is estimated that, worldwide, more than one million people become victims of cybercrime every day. The European Commission has recently proposed to establish a European Cybercrime Centre to help protect European citizens and businesses against these mounting cyber-threats. The centre will be the European focal point in fighting cybercrime and will focus on illegal online activities carried out by organised crime groups, particularly those generating large criminal profits, such as online fraud involving credit cards and bank credentials.</p>
<p>The EU experts will also work on preventing cybercrimes affecting e-banking and online booking activities, thus increasing e-consumers trust. A focus of the European Cybercrime Centre will be to protect social network profiles from e-crime infiltration and will help the fight against online identity theft. It will focus on cybercrimes, which cause serious harm to their victims, such as online child sexual exploitation and cyber-attacks affecting critical infrastructure and information systems in the Union.</p>
<p>The strategic priority given to tackling cybercrime is also reflected in the strategic and operational targets in the fight against cybercrime that have been agreed between Member States, the Council, the Commission and Europol.</p>
<p>The aim of the survey is to understand EU citizens’ experiences and perceptions of cyber security issues. The survey examines the frequency and type of internet use that EU citizens have; their confidence about internet transactions; their awareness and experience of cybercrimes; and the level of concern that they feel about this type of crime.</p>

According to the survey, 8 out of 10 Europeans agree that EU Member States should offer protection and asylum to those in need and that rules for admitting asylum seekers should be the same across the EU. A large majority of Europeans (67%) think it is important to be able to travel within the EU without internal border controls.</p>
<p>“The figures of the Report and the result of the opinion poll support the Commission&#8217;s view that the European Union needs a strong and coherent migration policy, responding both to short term and long term needs. We need to effectively manage our external borders, to safeguard free movement within the EU, to provide genuine protection to those in need whilst at the same time providing channels for legal migration and mobility&#8221;, said Cecilia Malmström, Commissioner for Home Affairs.</p>
<p>According to the Report:</p>
<p>- There are some 20.2 million third-country nationals in the EU, around 4% of the total EU population (502.5 million) and 9.4% of the estimated 214 million migrants worldwide.</p>
<p>- In 2011, some 343 000 persons were refused entry to the EU, a decrease of 13% from 2010. Also in 2011, some 468 500 persons were apprehended (a decrease from 2010 when it was about 505 000) and Member States returned around 190 000 third-country nationals (15% less than in 2010).</p>
<p>- In 2010, the average employment rate of third-country nationals aged 20-64 was 58.5%, compared to 68.6% of the total population aged 20-64.</p>
<p>- In 2011 EU Member States recorded just over 302 000 asylum applications, a significant increase of 16.2% compared to 2010. This remains however far below the peak of 425 000 applications received in 2001.</p>
<p>- Some 12.7 million Schengen visas were issued in 2011, the majority in the Russian Federation (40.7%), followed by the Ukraine (8.7%), China (8.1%) and Turkey (4.7%).</p>
<p>According to the Eurobarometer:</p>
<p>- 68% of the poll thinks that legal immigrants should have the same rights as their own national citizens. Four in ten Europeans (42%) think the EU should encourage labour migration from non EU countries to help tackle demographic challenges and labour shortages, with 46% disagreeing.</p>
<p>- Eight Europeans in ten (80%) think that the EU should increase its assistance to Member States to handle irregular migration. 78% think that the cost of handling irregular migration should be shared among EU Member States.</p>
<p>- 53% of the poll thinks that immigration enriches EU countries economically and culturally. 60% of the Europeans believe immigrants may face integration difficulties because of discrimination.</p>
<p>- 80% of the poll thinks that EU Member States should offer protection and asylum to those in need. Eight Europeans in ten think that the number of asylum seekers should be more equally shared among EU Member States.</p>
<p>- Just fewer than six in ten respondents (57%) agree that it should be easier for non EU citizens to travel to the EU for tourism or business. The possibility to travel within the EU without internal border controls is important for 67% of the respondents.</p>

Over half (55%), say these measures should be coordinated among Member States. Most Europeans also say that financial help for Member States in difficulty must be conditional on compliance with common rules (80%).</p>
<p>The EU must take action to reduce public spending and boost economic growth at the same time, say 47 % of respondents. As to preferences, 25% say priority must go to measures to stimulate the economy, while 23% say it must go to those that reduce public spending.</p>
<p>Over half (55%) would feel better protected by measures coordinated with other EU Member States, but 38% (up three percentage points compared to the previous Eurobarometer in September 2011) would prefer their countries to go it alone. Within the euro zone, 61% favoured coordination, compared to only 43% outside it.</p>
<p>Although they favour solidarity, most Europeans say financial help for Member States in economic or financial difficulty must be made conditional upon compliance with common rules (80%), such as jointly-defined rules on deficits. They also say that penalties should be imposed when these rules are broken (72%).</p>
<p>Most Europeans (66%) feel that pooling part of the public debt would benefit only those Member States that are in dire straits, but 64% (up 3 percentage points), feel that it should be done in the name of solidarity nevertheless.</p>
<p>Most (66% &#8211; up five points) now also favour a financial transaction tax. However, there is a 20 point difference between those within the euro zone (73% in favour) and those outside it (53%). The strongest support for such a tax is found in Greece, Cyprus, Italy, Portugal and Spain.</p>
<p>&#8220;The results show that the European Parliament has been acting in the same spirit as that of the majority of the population in the laws and resolutions it has adopted since the beginning of the economic crisis. This proves we are on the right track and should be involved in all such decisions taken at EU level&#8221; said EP Vice-President co-Othmar Karas (EPP, AT), who shares responsibility for communication.</p>
<p>Vice-president and rapporteur on the financial transaction tax Anni Podimata (S&amp;D, EL), was delighted to see &#8220;that an EU levy on financial transactions to put a brake on excessive practices is gaining real traction among all Europeans.&#8221; The European Parliament will vote Wednesday to give its opinion on the introduction of such a tax.</p>
<p>The &#8220;Crisis and the economic governance in Europe&#8221; is the fifth such survey, done by TNS opinion between 10 and 25 March 2012. It included face-to-face interviews with 26,593 Europeans aged 15 and over.</p>
