				<content:encoded><![CDATA[<p>In 1881 after the liberation of Thessaly, Greece got for the first time a numerically important Muslim minority. The Parliament voted three laws immediately, absolutely guaranteeing the religious freedom of Muslim people, the power of the holy Islamic law (Saria) and the Muslim schools. It did not attempt any violent modernisation/westernization of the Muslim society; this is why the scarf did never become a symbol in Greece with the same importance as in Turkey.</p>
<p>In 1920 Muslims were more than 15% of the population of the “Great Greece”. In fact, they were the big majority in a lot of regions.</p>
<p>Greece, in contrast with the Neo-Turks, did not follow a policy of systematic ethnic cleansing but an impressive policy of support of the moderate Muslims whose the peak was the law 2345/1920 “About the temporary Great Mufti and the Muftis of the Greek Muslims”. Eleftherios Venizelos himself, nominated a Muslim as the first prefect of liberated Adrianople while in a series of documents of the Greek Government, the Muslims are characterized as “peaceful and easy to be administrated people”.</p>
<p>All the Greek governments have given the same answer to the essential question “which is the best way to treat the Muslims” for 132 years: a) full support to the emergence of the moderate Muslims as privileged allies of the Greek State, b) support of their religious freedom and identity and c) maintenance of the Saria. This policy is more promoted even compared to what is done by the Muslim countries like Turkey.</p>
<p>The only exception in this general policy were the periods that Greece was trying to ensure the support of Turkey against Italy and Bulgaria. It was then when the Muslims of Thrace were left in the hands of the “Grey Wolves” (Turkish nationalist movement) with the known results.</p>
<p>Even when Turkey completed the policies of the extermination of the Greeks, Greece did not turn against the Muslims of Thrace. It did not turn the genocide into a confrontation between “Christians &#8211; Muslims”.</p>
<p>On the contrary, it invested seriously, in a long term period and effectively in the development of special relations with the Arabic world but also with Iran. The peak of this policy were the decisions of Andreas Papandreou for the support of the Palestinians and especially of the PLO when all the others had turned their backs against them. 184 countries and 1,8 billions of people must not follow the Turks.</p>
<p>The role of our Orthodox Religion has been especially crucial throughout this course. Greece has got an invaluable position and importance, thanks to the most ancient Patriarchates, which doesn’t seem to fully understand and this is a sample of our fundamental weakness to manage successfully the heritage of the glorious Byzantium.</p>
<p><strong>What has Greece won out of this policy?</strong></p>
<p>A) in 1920/1923 the Muslims of Thrace asked by themselves to be incorporated in the Greek state, b) despite the restless efforts of Kemal Ataturk and the Bulgarians, the Muslims of Thrace did not form partisan groups behind the lines of the Greek army in 1920-1922, c) Greece holds the unique example in the whole Europe of a native Muslim minority settled in its borders which has not only caused problems but during the war of 1940-41 against Italy and Germany it did in full its patriotic duty (how many people know that there are war memorials for killed in action Muslims or that Muslims have been awarded medals for their bravery in the battle?), d) Greece has a very good image in the Muslim and in particular in the Arabic world despite the permanent efforts of Turkey to destroy it, e) it did never enter the map of the “enemies of Islam”.</p>
<p><strong>What does Greece jeopardise today</strong></p>
<p>The way in which the Nazis of the Golden Dawn are moving has already created important cracks in the big success of Greece and threatens to lead to devastation the most successful policy of management of the Islam in the whole Europe.</p>
<p>Our essential difference with the Westerners is that the State played a fundamental role for the organisation and the support of Islam not leaving thus any vital space for its radicalisation, in contrast with the western tactics of “laissez faire”. It is completely incomprehensible for which reason, especially since 2000 and afterwards, we have been doing everything we can to imitate the fundamental errors of the Westerners.</p>
<p>At the same time, incredible lies are disseminated in the internet starting from mentioning completely unrealistic numbers of Muslim immigrants in Athens and reaching the invocation of statements of Arabic Islam distinguished figures who even if they died in 1949, are mentioned to have said in the year 2013, that they want to see “the Islamic flag on the Greek islands” again!</p>
<p>The Greek extreme right and especially the two dictators Metaxas (1936-1941) and Papadopoulos (1967-1974), was neither anti-Semitic nor anti-Islamic. They both followed the permanent Greek policy of supporting the moderate Muslims and did never allow the development of anti-semitic ideas. During the Papadopoulos governance a special agreement of immigration with Pakistan was signed, having as a result the fact that the Pakistan community in Athens be one of the oldest. The Greek extreme right should not be unwisely and hastily identical to the Nazis of the Golden Dawn.</p>
<p>The policy of the Golden Dawn about the Islam (from its identification with the problem of immigration and the construction of the Mosque to the motorised marches in Muslim villages of Thrace) serves the Turkish strategy to present our country as an anti &#8211; islamic state, it jeopardizes the position of the Orthodox Patriarchates in the Arabic world, undermines the peace and the social cohesion in Thrace, weakens the position of Cyprus and opens the way to a provocation against the Muslim people in a Greek territory.</p>
<p>The potential victimiser or perpetrator, in order to be able to take a human life, firstly dehumanises himself and afterwards the “opponent”. This ideological procedure progresses intensively (“the immigrants are deplorable and subhumans who carry every kind of illnesses”, E. Zaroulia member of the parliamentary group of the Golden Dawn 18/10/2012). Many people think that the racist texts dominating especially the internet are just words without danger. They make a fatal mistake. In 1999, in a period of big prosperity and with the racist sermons having a much smaller audience than today, Greece experienced an unprecedented racist crime when a 23-year-old Greek man with a permanent job shot people in cold blood just for one reason: the colour of their skin. One man died, two were left paraplegic and four were heavily wounded. That was the result of this action. One insane man inspired by sermons, as those of the Golden Dawn, is enough in a period of crisis to immerse a country in a cycle of racist or religious violence.</p>
<p>We have already very serious problems; let us not commit suicide humiliating the history and our culture.</p>

<p>The UN High Commissioner for Refugees (UNHCR) says that it stands ready to support the Government in registering all internally displaced persons (IDPs) and to promote reconciliation for safe and sustainable voluntary returns.</p>
<p>UNHCR has been working with the authorities and partners to provide water, sanitation and healthcare services to those uprooted by the violence between Buddhists and Muslims.</p>
<p>Some 75,000 people were uprooted in the first wave of riots in northern Rakhine state last June. Another 36,000 were displaced by a second wave of unrest in October.</p>
<p>“Many others who were not directly affected by the violence have lost their livelihoods as a result of restricted movements due to the security situation. Some have been forced to leave their homes in search of assistance,” UNHCR spokesperson Adrian Edwards told reporters in Geneva.</p>
<p>There are an estimated 13,000 people living in makeshift sites around the state capital Sittwe and some 2,800 people in Maungdaw who are not formally considered IDPs by the authorities and who have therefore not received aid systematically.</p>
<p>In the last year, UNHCR has distributed relief supplies such as plastic sheets, sleeping mats and kitchen sets for 75,000 IDPs. Supplementing the Government’s shelter programme, it has provided tents, temporary or permanent shelters to 45,000 people. Additional shelters are being built by UNHCR for 25,000 IDPs in Pauktaw and Myebon townships who are vulnerable to flooding during the rainy season.</p>
<p>“UNHCR has been working with the authorities and partner agencies to make sure that the IDPs receive adequate water, sanitation and health care services,” said Mr. Edwards, adding that this has been difficult in some areas, with aid workers being harassed or threatened and displaced people unable to move freely to access basic services.</p>
<p>UNHCR has highlighted the urgent need to register all IDPs in order to improve aid delivery and better respond to the needs of the most vulnerable among them.</p>
<p>“While humanitarian assistance remains the priority for now, we are also working with the Government to advocate for action to promote dialogue and peaceful co-existence between the communities to pave the way for voluntary return,” Mr. Edwards stated.</p>
<p>The agency added that active steps must be taken to stem the flow of people out of Rakhine. Since last June, more than 27,000 people – believed mostly to be from there – have embarked on dangerous boat journeys in search of safety and stability in other countries.</p>
<p>UNHCR has appealed to Governments in the region to keep their doors open to people in need of international protection. It is also asking authorities in Myanmar to urgently address the root causes of this outflow of people.</p>
<p>The agency also noted that it needs $80 million to meet the needs of people of concern in Myanmar – including IDPs in Rakhine, Kachin and the south-east – until the end of the year. It has so far received 18 per cent of that amount.</p>

<p>A second letter, referring to a previous note sent via post on May 17 to the Muslim Association’s head offices in Neos Kosmos informs Muslims that this is not a provocation, that this is an actual threat and Muslims will see the results soon.</p>
<p>“The Muslim Association of Greece as always will take all the necessary legal steps and will cooperate with all relative authorities in order to deal with this blind direct threat against citizens of Greece by anonymous groups,” MAG said in a statement.</p>
<p>“The Muslim Association of Greece has no intention to get involved in any criminal conflict that has as its target to destroy the relations between Greek, Arabic &amp; Islamic World for some filthy political interests,” it added.</p>
<p>On May 17, a letter sent to MAG threatened Muslims with bloodshed giving them month ultimatum to evacuate the country.</p>
<p>Naim El Ghandour, president of the Muslim Association told Alyunaniya.com at that time concerning the note that the letter is “99 percent a provocation but who can guarantee the remaining 1 percent?”</p>
<p>The hard copies of the letters obtained by <strong>Alyunaniya.com</strong> were typed in Greek, English and Arabic. Both letters were unsigned but carried the emblem of the extreme-right Golden Dawn party on it.</p>
<p>Alyunaniya can’t verify the authenticity of these letters.</p>
<p>Golden Dawn, whose logo is reminiscent of a swastika, gathered enough votes to win almost 20 seats in the Greek parliament. Members of Golden Dawn have been accused of carrying out acts of violence and hate crimes against immigrants.</p>
<p>Meanwhile HRW called on Greece’s government to move quickly to adopt measures to combat hate crimes and protect victims, Human Rights Watch said today.</p>
<p>A bill on hate speech and racist violence has yet to be submitted in parliament because of disagreement among the three parties in the ruling coalition over its scope.</p>
<p>According to media reports, the bill would outlaw incitement against people because of their race, religion, ethnicity or sexual orientation, and impose jail sentences of up to six years on offenders.</p>
<p>MPs would not be excluded and parties that receive public funding would see it suspended if their leaders publicly denied the Holocaust, took part in racist attacks or used Nazi salutes or symbols in parliament.</p>
<p>“With people being attacked on the streets, Greece urgently needs to beef up its criminal justice response to hate crimes,” said Judith Sunderland, senior Western Europe researcher at Human Rights Watch.</p>
<p>“This draft law contains some good provisions and should be improved in parliament rather than delayed further.”</p>

<p>&#8220;If a mosque is constructed for Islamist criminals in Greece, a front of 100,000 Greeks headed by Golden Dawn will be created,&#8221; Ilias Kasidiaris, spokesman for the far-right party, told supporters at a rally late on Sunday, AFP reported.</p>
<p>The threat came as a <a href="http://www.alyunaniya.com/golden-dawn-threatens-muslims-in-greece-with-bloodshed/">letter</a> sent via post to the <strong>Muslim Association of Greece</strong> last which threatened Muslims in Greece with bloodshed giving them a month time to evacuate the country.</p>
<p>Police said they were examining the note, written in Greek, Arabic and English and on its backdrop carried the logo of the far-right party.</p>
<p>The Muslim Association condemned the letter saying that: &#8220;Every Muslim is any time ready and fearless to defend his faith, not caring for his life. Human dignity is challenged along with the sense of mutual respect and coexistence.”</p>

<p>Earlier this month, the Greek Ministry of Education announced that it will allocate the sum of EUR 946,000 to the Ministry of Growth to fund the construction of the controversial mosque in Athens.</p>
<p>The mosque will have no minaret, in order to adopt to the surrounding environment and it will be built in the Athens neighborhood of Votanikos.</p>
<p>Athens Mayor George Kaminis, a supporter of the controversial mosque that some critics such as the neo-Nazi Golden Dawn party are trying to block has said that the pending opening of the first official mosque in Greece, being built in Athens by the government, will pave the way for more, as many as two or more in each district of the city.</p>

<p>“Every Muslim is any time ready and fearless to defend his faith, not caring for his life. Human dignity is challenged along with the sense of mutual respect and coexistence,” the <strong>Muslim Association</strong> said.</p>
<p>The Association called on the state to take action and ensure that all citizens of the country share equal rights under law.</p>

<p>Earlier, Athens Mayor George Kaminis, a supporter of the controversial mosque that some critics such as the neo-Nazi Golden Dawn party  are trying to block has said that the pending opening of the first official mosque in Greece, being built in Athens by the government, will pave the way for more, as many as two or more in each district of the city.</p>

<p>More than 140,000 individuals – mostly from the Rohingya Muslim minority – are currently displaced across Rakhine state and have been living in temporary shelters since violence erupted between the Buddhist and Muslim communities in Rakhine state in June 2012. Around half are located in low-lying areas prone to flooding.</p>
<p>According to information released by the US military, cyclone “Mahasen” is expected to reach the area by late Wednesday or early Thursday morning.</p>
<p>“The government has been repeatedly warned to make appropriate arrangements for those displaced in Rakhine state. Now thousands of lives are at stake unless targeted action is taken immediately to assist those most at risk,” said Isabelle Arradon, Amnesty International’s Deputy Asia Pacific Director.</p>
<p>Authorities in Myanmar are said to have taken some measures, including identifying evacuation sites and broadcasting announcements in and around the coastal town of Sittwe to warn residents of the impending storm.</p>
<p>However, several of the identified evacuation sites are within already established camps for internally displaced persons or fail to have adequate storm-ready structures, and storm warnings have not been provided to all at-risk displaced communities outside of Rakhine state’s capital city, Sittwe.</p>
<p>The authorities also continue to impose restrictions on freedom of movement for Rohingya in Rakhine state, including those who are confined to ill-equipped camps.</p>
<p>“The government must facilitate assistance without discrimination, including by lifting any restrictions on movement and ensuring humanitarian groups have access to all individuals in need. The freedom for Rohingya to seek higher ground may be their only chance to avoid potential flooding from heavy rains,” said Arradon.</p>
<p>The Rohingya have faced discrimination for decades in Myanmar. They are not recognized as an official ethnic group and continue to be denied equal access to citizenship rights. Their rights to study, work, travel, marry, practise their religion, and receive health services are restricted to various degrees.</p>
<p>Since the violence last June, Buddhist and Muslim communities have been living largely segregated from each other and tensions remain high.</p>
<p>“Considering continuing tensions between Buddhist and Muslim communities in Rakhine, the authorities need to prepare for the possibility of violence during an evacuation situation or in the aftermath of a storm. Addressing the discrimination of the Rohingya community and taking urgent steps towards accountability for last year’s violence will be crucial to prevent future abuses,” said Arradon.</p>
<p>State security forces carried out human rights violations during last year’s violence in Rakhine state and failed to protect people from attacks, including Rohingya.</p>

<p>The government-appointed Rakhine Commission this week issued a briefing on its investigation into violence between Buddhist and Muslim communities in Rakhine state, western Myanmar, which first erupted in June 2012. The clashes have resulted in a considerable loss of life and left thousands displaced.</p>
<p>The Commission, which did not include any Rohingya on its panel, called on the government to “double” the presence of security forces in Rakhine state, including the Border Security Force (NaSaKa).</p>
<p>“There are some positive steps in this report but also several flaws. Deploying more security forces without first suspending &#8212; pending further investigation &#8212; those who may have been involved in human rights violations during last year&#8217;s violence could fuel further abuses,&#8221; said Isabelle Arradon, Amnesty International&#8217;s Asia Deputy Director.</p>
<p>&#8220;Comprehensive reform of the security forces, including the establishment of robust accountability mechanisms, adequate vetting systems and training on relevant international standards, is also essential.&#8221;</p>
<p>Since June 2012, the NaSaKa, police and army have arbitrarily detained hundreds of men and boys, mostly from Muslim-dominated areas, and subjected many of them to torture and other ill-treatment.</p>
<p>There are also consistent reports that security forces have failed to protect members of the Muslim community, particularly the Rohingya minority, from attacks. In some cases, security forces have used unnecessary and excessive force that has led to deaths and injuries.</p>
<p>The Commission did recommend the establishment of a Truth-Finding Committee, and stressed the need to ensure that those who break the law are “prosecuted”.</p>
<p>“A Truth-Finding Committee is a positive step, as long as it is part of an independent investigation to determine responsibility for the violence and its findings are released to the public,&#8221; said Isabelle Arradon.</p>
<p>&#8220;But such a commission should not bar or replace criminal justice, or reparation for crimes under international law.”</p>
<p>The Commission said citizenship claims by Rohingya, who are referred to in the report as &#8220;Bengali&#8221;, should be addressed in a “transparent and accountable manner.”</p>
<p>However, it failed to call for a review of the 1982 Citizenship Law, which has rendered Rohingya Muslims effectively stateless.</p>
<p>&#8220;Under international human rights standards no one must be left stateless. Anything short of granting the Rohingya equal access to citizenship is in itself a form of discrimination which should be urgently addressed,” said Isabelle Arradon</p>
<p>The Commission also called for several measures to address the ongoing humanitarian crisis in Rakhine state, recognizing that the humanitarian response “still has several gaps”.</p>
<p>According to UN estimates, some 140,000 people remain displaced across Rakhine state with limited access to bare necessities like food and medical care.</p>
<p>Conditions are expected to worsen during the monsoon season, which starts in May, as heavy rains threaten to flood certain internally displaced person (IDP) camps.</p>
<p>“It is deeply concerning that humanitarian organizations still do not have unfettered access to all populations in need of aid, including those living in remote areas or unregistered camps,&#8221; said Arradon.</p>
<p>“Immediate arrangements must be made for the displaced living in flood-prone areas to avoid a humanitarian crisis with the approaching rainy season.”</p>
<p>The Commission recommended that the de facto segregation of the Rakhine and Rohingya populations – enforced following the violence – should continue until tensions between the communities subside.</p>
<p>“While there is obviously a need to restore calm, the authorities must also consult internally displaced persons and develop a plan to facilitate their voluntary return home. Segregation and IDP camps cannot be a long-term solution,” said Isabelle Arradon.</p>
<p>The Commission, which was established in August 2012, comprises 27 stakeholders including Muslims, but does not feature a representative from the Rohingya community.</p>

<p>HRW, in a report, describes the role of government of Myanmar and local authorities in the forcible displacement of more than 125,000 Rohingya and other Muslims and the ongoing humanitarian crisis.</p>
<p>According to the report, Myanmar officials, community leaders, and Buddhist monks organized and encouraged ethnic Arakanese backed by state security forces to conduct coordinated attacks on Muslim neighborhoods and villages in October 2012 to terrorize and forcibly relocate the population. The tens of thousands of displaced have been denied access to humanitarian aid and been unable to return home.</p>
<p>“The government needs to put an immediate stop to the abuses and hold the perpetrators accountable or it will be responsible for further violence against ethnic and religious minorities in the country,”  said Phil Robertson, deputy Asia director.</p>
<p>Following sectarian violence between Arakanese and Rohingya in June 2012, government authorities destroyed mosques, conducted violent mass arrests, and blocked aid to displaced Muslims.</p>
<p>On October 23, after months of meetings and public statements promoting ethnic cleansing, Arakanese mobs attacked Muslim communities in nine townships, razing villages and killing residents while security forces stood aside or assisted the assailants, HRW said.</p>
<p>Some of the dead were buried in mass graves, further impeding accountability, HRW added.</p>
<p>Human Rights Watch traveled to Arakan State following the waves of violence and abuses in June and October, visiting sites of attacks and every major displaced person camp, as well as unofficial displacement sites.</p>
<p>The report draws on more than 100 interviews with Rohingya and non-Rohingya Muslims and Arakanese who suffered or witnessed abuses, as well as some organizers and perpetrators of the violence.</p>
<p>Satellite images obtained by Human Rights Watch from just 5 of the 13 townships that experienced violence since June show 27 unique zones of destruction, including the destruction of 4,862 structures covering 348 acres of mostly Muslim-owned residential property.</p>
<p>“Myanmar should accept an independent international commission to investigate crimes against humanity in Arakan State, locate victims, and provide redress,” said Robertson.</p>
<p>“Mynamar’s donors need to wake up and realize the seriousness of the Rohingya’s plight, and demand that the government urgently stop abuses, promote the safe return of displaced Muslims, and ensure accountability to end the deadly cycle of violence in Arakan State.”</p>
<p>More than 120,000 people fled arson and machete attacks in Rakhine state and thousands have embarked on perilous journeys on rickety wooden boats to other countries, where they are prey to human trafficking gangs.</p>
<p>An estimated 800,000 stateless Rohingyas live in Myanmar, where the authorities restrict their movements and access to employment and consider them illegal immigrants from Bangladesh.</p>

<p>“The Muslim Association of Greece welcomes the next step of the government for the construction of a mosque in Athens, “ the association said in a statement.</p>
<p>“We believe that our country will be able to recognize the necessity of religion to all the citizens, as these are  messages we have been receiving all these years since 2006 during our collaboration with relevant bodies topped by the Ministry of Education. The mosque in Athens will be a place of Greek Muslims can pray or to visit anyone.”</p>
<p>The construction of the mosque puts an end to the critics against Greece for leaving its 300,000 Muslims to pray in more than 120 basements and garages in Athens.</p>
<p>The mosque will have no minaret, in order to adopt to the surrounding environment and it will be built in Votaniko. The project was designed by the architectural bureau of Alexandros Tombazis that has created some of the most beautiful mosques in the world.</p>
<p>“We also want to emphasize that the idea of a pure state mosque in Athens was our solid and constant demand form the beginning, as we have aimed to live equally, independently and with respect to our country, although at times we have read that belong to other countries. These reports intend to disorient and take advantage of the crisis that has brought chaos. They are hate fireworks with ulterior motives. But it is always one-sided hatred and characterizes those who feed it.”</p>
<p>“The mosque issue is a matter of fairness and humanity, values that are non-negotiable for Greece, and should not be associated with the immigration policy, or with the relations between Greece and other countries.”</p>
<p>However, as the Greek government readies to build the country’s first official mosque, the Council of State is to hear today an appeal against the project by Bishop Seraphim of Piraeus who says he doesn’t want muslims to have a sanctioned place of worship. The bishop’s appeal has been backed by a philosophy professor at the University of Athens, two doctors at the Athens Naval Hospital and a cultural association based in Votanikos, where the mosque is to be built, and five local residents.</p>
<p>Athens is the only European capital without an official mosque.</p>

<p>Manifestations of Islamophobia include discrimination and violence towards Muslims, criminal damage to Islamic buildings, and protests against the building of mosques even in countries, such as Poland, where some Muslim communities have been established and integrated for centuries. Muslim women and girls are particularly affected, facing an extreme form of double discrimination on the basis of both their religion and their gender. In France for instance, 85% of all Islamophobic acts target women.</p>
<p>In addition, anti-Muslim and anti-immigration discourses, promoted and exacerbated by both extremist and mainstream political parties, are fuelling discrimination and preventing ethnic and religious communities from participating fully in the European society and economy. This scapegoating is used as a deviation from the ‘real issues’ by many politicians to cover up a lack of vision and leadership in contributing as much as would be expected of them in steering the recovery of European societies.</p>
<p>Based on data collected by anti-racist civil society across Europe, the Shadow Report also highlights that discrimination continues to affect the lives of many ethnic and religious minorities throughout Europe as regards their access to education, employment, housing, goods and services as well as how they are treated by the police and criminal justice systems. For instance, Roma children form approximately one third of the ‘special needs’ school population in the Czech Republic. In Ireland, a study was conducted whereby fictitious CVs were sent to recruiters, half with recognizably Irish names and the other half with African, Asian and German names. It found that candidates with Irish names were twice as likely to be invited to interviews as non-Irish candidates with comparable levels of skills and qualifications.</p>
<p>ENAR Chair Chibo Onyeji said:  &#8221;The current climate of rising xenophobia and racist violence reflected in our Shadow Report findings should not obliterate the fact that, whatever our skin colour or our beliefs, we all strive for a better life, a better future, with better chances for our offspring. No special privileges are expected, but a clear political commitment to equality and inclusion for all people living in Europe is.”</p>
