<p>In their meeting, which took place on the margins of the recently opened 67th session of the General Assembly, Mr. Ban and Mr. Brahimi focused on how to address the appalling levels of violence in Syria and on how to progress towards an inclusive political solution that will address the legitimate demands of the Syrian people, according to a statement issued by Mr. Ban&#8217;s spokesperson.</p>
<p>More than 18,000 people, mostly civilians, have died since the uprising against President Bashar al-Assad began in March 2011. In addition, more than 260,000 Syrians have fled to neighbouring countries and an estimated 2.5 million are in urgent need of humanitarian assistance.</p>
<p>During his trip to Damascus last week, Mr. Brahimi met with Mr. al-Assad to discuss the escalating crisis. He then visited refugee camps in Turkey and Jordan, where he gained first-hand accounts of the struggles facing those who fled the conflict in their homeland.</p>
<p>Mr. Ban and Mr. Brahimi agreed that the crisis represents a steadily increasing threat to regional peace and security and discussed the importance of the presence of world leaders at UN Headquarters in the coming days as an opportunity to encourage increased support for addressing the violence in Syria and its impact on the neighbouring countries.</p>
<p>Earlier this month, Mr. Brahimi assumed the peace-facilitation role, which had been carried out since February by former UN Secretary-General, Kofi Annan, with the aim of bringing an end to all violence and human rights violations in Syria, and promoting a peaceful solution to the conflict. He is scheduled to brief the Security Council on Monday morning.</p>

<p>Brahimi is expected to assume his duties following the expiration of Annan’s mandate on 31 August 2012.</p>
<p>“The Secretary-General appreciates Mr. Brahimi’s willingness to bring his considerable talents and experience to this crucial task for which he will need, and rightly expects, the strong, clear and unified support of the international community, including the Security Council,” a UN spokesperson said at a media briefing at UN Headquarters in New York.</p>
<p>He added that both Secretary-General Ban, and his counterpart at the League of Arab States, Nabil El Araby, were pleased to make the announcement of the appointment.</p>
<p>“Diplomacy to promote a peaceful resolution to the conflict in Syria remains a top priority for the United Nations,” the spokesperson said. “More fighting and militarization will only exacerbate the suffering and make more difficult the path to a peaceful resolution of the crisis which would lead to a political transition in accordance with the legitimate aspirations of the Syrian people.”</p>
<p>The President of the General Assembly, Nassir Abdulaziz Al-Nasser, also welcomed Brahimi’s appointment. According to a statement issued by his spokesperson, Al-Nasser thanked Brahimi for accepting to undertake what he called “a crucial assignment” aimed at ending the Syrian violence.</p>
<p>“Mr. Brahimi brings to this difficult task his well-known experience, credibility and diligence,” the statement said. “President Al-Nasser wishes him success in his endeavours.</p>
<p>Annan was appointed Joint Special Envoy for the crisis in Syria in late February to provide good offices on behalf of the UN and Arab League, with the aim of bringing an end to all violence and human rights violations in Syria, and promoting a peaceful solution to the conflict.</p>
<p>Syria has been wracked by violence, with more than 17,000 people, mostly civilians, killed since the uprising against President Bashar al-Assad began some 17 months ago. Over recent days, there have been reports of an escalation in violence in many towns and villages, as well as the country’s two biggest cities, Damascus and Aleppo.</p>
<p>As part of his efforts, Annan put forward a six-point peace plan. It called for an end to violence, access for humanitarian agencies to provide relief to those in need, the release of detainees, the start of inclusive political dialogue, and unrestricted access to the country for the international media.</p>
<p>Despite initial signs of acceptance of the six-point plan, repeated calls from international officials and the deployment of the UN Supervision Mission in Syria (UNSMIS) to monitor a ceasefire, there was little in the way of the plan’s implementation by the parties to the conflict.</p>
<p>Due to that lack of progress, UNSMIS’ mandate is expected to be allowed to expire this coming Sunday by the Security Council, while that body is at the same time working with Secretary-General Ban to keep a UN presence on the ground, through a liaison office that will continue to support the Special Representative’s efforts.</p>
<p>“The Secretary-General takes this opportunity to reiterate his deepest gratitude to former Secretary-General Kofi Annan for his selfless efforts and contributions to the search for peace in Syria,” the spokesperson added.</p>
<p>Brahimi, an Algerian national, has served the United Nations in various high-level roles over in the past two decades, including heading the UN Assistance Mission in Afghanistan (UNAMA), serving as an advisor on a range of issues, and chairing an independent panel on peacekeeping operations which released its keynote findings, known as the “Brahimi Report,” in 2000. Also, as an Algerian diplomat, Mr. Brahimi served with the League of Arab States from 1984 to 1991.</p>

<p>The resolution, presented by the Arab Group, was adopted by a vote of 133 in favour to 12 against with 31 abstentions, and comes two weeks after the Security Council failed to agree on collective action to help stop the bloodshed.</p>
<p>It condemns “the increasing use by the Syrian authorities of heavy weapons, including indiscriminate shelling from tanks and helicopters, in population centres and the failure to withdraw its troops and the heavy weapons to their barracks…”</p>
<p>The 193-member body also condemned all violence, “irrespective of where it comes from,” and demanded that all parties implement the relevant Security Council resolutions to achieve a cessation of armed violence in all its forms by all parties.</p>
<p>Secretary-General Ban Ki-moon once again voiced his regret over the divisions that have paralyzed action in the Security Council, adding that the immediate interests of the Syrian people must be paramount over any larger rivalries of influence.</p>
<p>“The conflict in Syria is a test of everything this Organization stands for,” he told the meeting. “I do not want today’s United Nations to fail that test.”</p>
<p>He warned that, despite repeated verbal acceptances of the six-point plan presented by the Joint Special Envoy for the UN and the League of Arab States for the Syrian Crisis, Kofi Annan, both the Government and the opposition continue to rely on weapons, not diplomacy, in the belief that they will win through violence.</p>
<p>In addition, the city of Aleppo is currently the epicentre of a “vicious” battle between the Syrian Government and those who wish to replace it, said the Secretary-General. “But there are no winners in Aleppo today, nor anywhere else in the country. The losers in this escalating battle are the people of Syria.”</p>
<p>Mr. Ban stressed that united international pressure can make a difference. “All of us have a responsibility to the people of Syria. We must use all of the peaceful means in the UN Charter to help them unite around a Syrian-led transition process that is based on dialogue and compromise, not bullets and arrests.”</p>
<p>He added that the primary responsibility for stopping the violence rests with those on the ground, particularly the Government. “But their refusal to lay down arms does not absolve the rest of us of the need to act. I urge all members of this Assembly to face up to the collective responsibilities we shoulder.”</p>
<p>Yesterday Mr. Annan announced that he will not continue on as the Joint Special Envoy past the end of August. The Secretary-General said that while a successor is being sought to replace Mr. Annan, mediation can only succeed where there is a commitment to solving conflict through dialogue and real leverage to back it up.</p>
<p>The UN estimates that more than 10,000 people, mostly civilians, have been killed in Syria and tens of thousands displaced since the uprising against President Bashar al-Assad began some 16 months ago.</p>

<p>“I would hope that the Council will continue its discussions and hopefully find language that will pull everybody together for us to move forward on this critical issue,” Annan told reporters, following a meeting with the President of the Russian Federation, Vladimir Putin.</p>
<p>The Joint Special Envoy said he, along with Foreign Minister Sergei Lavrov, had a “very good” discussion with President Putin, focusing on what measures need to be taken to end the violence and the killing in Syria and how to proceed with a political transition there.</p>
<p>Annan arrived in Moscow yesterday for two days of talks. He has previously noted the importance of a united Security Council on the Syrian crisis, saying that “if the Council speaks with one voice, that voice is much more powerful than when it is divided.”</p>
<p>In addition, the Joint Special Envoy has repeatedly called on the parties to abide by a six-point peace plan he presented several months ago to end the Syrian crisis. The plan calls for an end to violence, access for humanitarian agencies to provide relief to those in need, the release of detainees, the start of inclusive political dialogue, and unrestricted access to the country for the international media.</p>
<p>The crisis in Syria has continued unabated since the uprising against President Bashar al-Assad began some 16 months ago. The UN estimates that more than 10,000 people, mostly civilians, have been killed in Syria and tens of thousands displaced.</p>
<p>“As I said earlier, we need to do whatever we can to stop the violence, to stop the killing, and the Council, I expect, will be sending a message out, that the killing must stop and the situation on the ground is unacceptable,” Annan said. “Hopefully, the Council will come together in a united manner and press ahead in search of peace.”</p>
<p>Secretary-General Ban Ki Moon spoke with Foreign Minister Lavrov by telephone on Monday, Ban’s spokesperson said yesterday.</p>
<p>During their call, amongst other issues, they discussed the situation in Syria and the “imperative need” for an immediate halt to the violence there. As well, the Secretary-General stressed the importance of the Joint Special Envoy’s discussions in Moscow “given the escalating and alarming situation” in Syria.</p>
<p>“He called on Russia to use its influence to ensure the full and immediate implementation of the six-point plan and the Action Group communiqué, as well as of resolutions 2042 and 2043 of the Security Council,” the spokesperson said in a note to journalists.</p>
<p>Amongst other things, the Council&#8217;s resolutions 2042 and 2043 dealt with the deployment of monitors, including those of the UN Supervision Mission in Syria (UNSMIS), which recently suspended the patrols of its observers due to the escalating violence on the ground.</p>
<p>Agreed on at a meeting in late June, the communiqué of the UN-backed Action Group on Syria called for the establishment of a transitional governing body, with full executive powers, as part of important agreed principles and guidelines for a Syrian-led political transition, as well as for all parties to immediately re-commit to a sustained cessation of armed violence, to fully cooperate with observers serving with UNSMIS, and to implement Mr. Annan’s six-point peace plan.</p>
<p>The three-month mandate of UNSMIS ends on 20 July, with the Council expected to meet before then to decide on its future.</p>

<p>The attack on Tremseh “appeared targeted at specific groups and houses, mainly of army defectors and activists,” said a statement issued by the spokesperson for the UN Supervision Mission in Syria (UNSMIS).</p>
<p>“There were pools of blood and blood spatters in rooms of several homes together with bullet cases,” stated the Mission, which also observed a burned school and damaged houses with signs of internal burning in several of them.</p>
<p>“On the basis of this preliminary mission, UNSMIS can confirm that an attack, using a variety of weapons, took place.”</p>
<p>Thursday&#8217;s attack, which reportedly resulted in over 200 deaths, was condemned by UN officials as well as the Joint Special Envoy for the UN and the League of Arab States for Syria, Kofi Annan, who said the attack violated the Government&#8217;s commitment to the six-point peace plan.</p>
<p>That plan calls for an end to violence, access for humanitarian agencies to provide relief to those in need, the release of detainees, the start of inclusive political dialogue, and unrestricted access to the country for the international media.</p>
<p>The Mission added that the number of casualties is still unclear and that observers plan to go back into Tremseh, located 25 kilometres north-west of the city of Hama, on Sunday to continue their fact-finding visit.</p>
<p>“UNSMIS is deeply concerned about the escalating level of violence in Syria and calls on the Government to cease the use of heavy weapons on population centres and on the parties to put down their weapons and choose the path of non-violence for the welfare of the Syrian people who have suffered enough.”</p>
<p>The UN estimates that more than 10,000 people, mostly civilians, have been killed in Syria and tens of thousands displaced since the uprising against President Bashar Al-Assad began last year.</p>
<p>Secretary-General Ban Ki-moon discussed the situation in Syria and the need for the violence to stop at once in a telephone call with Chinese Foreign Minister Yang Jiechi today. Mr. Ban called on China to use its influence to ensure the full and immediate implementation of the six-point plan and the communiqué resulting from last month&#8217;s meeting of the Action Group on Syria which forged an agreement outlining the steps for a peaceful transition in the country.</p>

<p>“I am shocked and appalled by news coming out of the village of Tremseh, near Hama, of intense fighting, significant casualties, and the confirmed use of heavy weaponry such as artillery, tanks and helicopters,” Annan said in a statement released by his spokesperson.</p>
<p>“This is in violation of the Government’s undertaking to cease the use of heavy weapons in population centres and its commitment to the six-point plan.”</p>
<p>Annan’s six-point plan calls for an end to violence, access for humanitarian agencies to provide relief to those in need, the release of detainees, the start of inclusive political dialogue, and unrestricted access to the country for the international media.</p>
<p>According to media reports, the village was bombarded by helicopter gunships and tanks and then stormed by militiamen who carried out execution-style killings. The victims were mostly civilians and, if confirmed, it would be the worst single incident of violence since the conflict began 16 months ago.</p>
<p>“I condemn these atrocities in the strongest possible terms. It is yet another reminder of the nightmare and the horrors Syrian civilians are being subjected to,” Mr. Annan said. “It is desperately urgent that this violence and brutality stops and more important than ever that governments with influence exert it more effectively to ensure that the violence ends – immediately.”</p>
<p>UN observers in Syria have confirmed the use of mechanized units, indirect fire as well as helicopters in Tremseh yesterday, said the Head of the UN Supervision Mission in Syria (UNSMIS), General Robert Mood.</p>
<p>“From our presence in the Hama province we can verify continuous fighting yesterday in the area,” Gen. Mood told reporters in Damascus, adding that “UNSMIS stands ready to go in and seek verification of the facts, if and when there is a credible ceasefire.”</p>
<p>Under resolution 2043 adopted in April, the Council established UNSMIS – for three months and with up to 300 unarmed military observers – to monitor the cessation of violence in Syria, as well as monitor and support the full implementation of the six-point plan. In mid-June, UNSMIS suspended its monitoring activities due to an escalation of violence.</p>
<p>Gen. Mood underscored that in spite of the obstruction of the mission’s tasks due to the violence, UN observers are still engaging with parties on the ground in various provinces and facilitating local dialogues.</p>
<p>The three-month mandate of UNSMIS ends on 20 July, with the Council expected to meet before then to decide on its future.</p>
<p>The UN estimates that more than 10,000 people, mostly civilians, have been killed in Syria and tens of thousands displaced since the uprising against President Bashar Al-Assad began last year.</p>

<p>Sayda has tried to persuade Russia to stop supporting for the regime of President Bashar al-Assad, saying there was no hope of a political transition.</p>
<p>Russia wanted to understand in the talks if there are “prospects” of the opposition groups uniting and joining a platform for dialogue with the Syrian government, according to <em>AP</em>.</p>
<p>Lavrov said Moscow’s policy was based on the Annan plan, which took effect in April but has been ignored on a daily basis.</p>
<p>Russia supports “the necessity of moving to a dialogue involving the government and all opposition groups where Syrians can determine the fate of their country, starting by agreeing the parameters and terms of a transitional process,” Lavrov said, according to<em> AP.</em></p>
<p>Russia is the main ally of Assad and has fiercely resisted international action against the Damascus government by rejecting two rounds of UN Security Council sanctions as well as calls for the use of force.</p>
<p>Earlier on Wednesday, Russia circulated among the U.N. Security Council emmebers a draft resolution that would extend the U.N. observer force in Syria but focus its activities on trying to achieve a political solution to the crisis as the mandate for the 300 member observer mission expires on July 20.</p>
<p>International envoy Kofi Annan is due to brief the council on Wednesday on his bid to broker peace in Syria.</p>
<p>Syrian President Bashar al-Assad’s forces have killed more than 10,000 people since the uprising against his rule began in March 2011, while Syrian activists put the number at 17,000 deaths.</p>
<p>The Russian draft resolution, received by<em> Al Arabiya</em>, comes amid a deeply divided Security Council on how to end the violence in Syria with the United States and European council members, calling for a resolution under Chapter 7 of the U.N. Charter, which authorizes the use of armed force.</p>
<p>The Russian draft calls on all sides to immediately halt violence and calls for “urgent” and “immediate” implementation of Annan’s plan.  “There is no mention of Chapter 7 and that’s a matter of principle for us because we believe the special envoy is doing a commendable job,” Russia&#8217;s deputy UN envoy Igor Pankin told <em>Reuters.</em></p>

<p>According to the final communique the transitional government &#8220;could include members of the present government and the opposition and other groups and shall be formed on the basis of mutual consent&#8221;.</p>
<p>The final communique omits what a previous draft had stated that: it &#8220;would  exclude from government those whose continued presence and participation would undermine the credibility of the transition and jeopardise stability and reconciliation&#8221;.</p>
<p>&#8220;We need rapid steps to reach agreement. The conflict must be resolved through peaceful dialogue and negotiations,&#8221; Annan said.</p>
<p>Russian foreign minister, Sergei Lavrov, said he was &#8220;delighted&#8221; with the result as it meant no external solution was being imposed on Syria.</p>
<p>Hillary Clinton, the US secretary of state, took a different perspective from Lavrov, saying the communique sent a clear message to Assad that he Assad will still have to go. He will never pass the mutual consent test,&#8221; she said.</p>
<p>William Hague, the British foreign secretary, said Assad and his close associates could not lead any transition.</p>
<p>Hague called for the UN Security Council to start drafting a resolution next week setting out sanctions against Syria, a move that he noted put him at odds with Russia, according to <em>Al Jazeera. </em></p>
<p>An explosion also rocked the Qaboon district of Damascus on Saturday and another blast hit the country&#8217;s second city Aleppo in the north. A further blast hit an oil pipeline in a rebel-held area of the eastern province of Deir Ezzor, according to<em> AP</em>.</p>

<p>“The objectives of the Action Group for Syria are to identify steps and measures to secure full implementation of the six-point plan and Security Council resolutions 2042 and 2043, including an immediate cessation of violence in all its forms,” Mr. Annan said in a statement.</p>
<p>“The Action Group for Syria should also agree on guidelines and principles for a Syrian-led political transition that meets the legitimate aspirations of the Syrian people; and agree on actions that will make these objectives a reality on the ground,” he added.</p>
<p>The Joint Special Envoy said that he had sent on Wednesday invitations to the Foreign Ministers of the five permanent members of the Security Council – China, France, the Russian Federation, the United Kingdom and the United States of America – and Turkey, for the meeting this weekend.</p>
<p>In addition, invitations were also sent to the Secretaries-General of the United Nations and the League of Arab States, Ban Ki-moon and Nabil Elaraby, respectively, and to the High Representative of the European Union for Foreign Affairs and Security Policy; as well as to the Foreign Ministers of Iraq, as Chair of the Summit of the League of Arab States; Kuwait, as Chair of the Council of Foreign Ministers of the League of Arab States and Qatar, as Chair of the Follow-up Committee on Syria of the League of Arab States.</p>
<p>“I look forward to a productive meeting this weekend, where we can all agree on concrete actions to end the cycle of violence and bring peace and stability to the Syrian people,” Mr. Annan said.</p>
<p>Amongst other things, the Council&#8217;s resolutions 2042 and 2043 dealt with the deployment of monitors, including those of the UN Supervision Mission in Syria (UNSMIS), which recently suspended the patrols of its observers due to the escalating violence on the ground.</p>

The <em>Syrian Observatory for Human Rights</em> says that the rise in death toll has made this the bloodiest day in the country since the beginning of the ceasefire, as Russia acknowledged on Thursday that it has been trying to send repaired combat helicopters to Syria.</p>
<p>Foreign minister of Russia Segei Lavrov has confirmed  in an interview with the Russian radio station Echo Moskvy for the first time that the cargo ship MV Alaed, which is now headed back to Russia, was carrying repaired Russian attack helicopters and said it would continue to carry out arms contracts with Assad’s government despite widespread condemnation.</p>
<p>The ship is scheduled to arrive Saturday in the Russian port of Murmansk, which is near its northern border with Finland, where it will drop its Curacao flag and re-register as a Russian ship.</p>
<p>Meanwhile, Aid workers hoping to evacuate trapped civilians and wounded were unable to enter hard-hit areas of the Syrian city of Homs on Thursday due to an &#8220;unclear&#8221; security situation and have returned to Damascus, the <em>International Committee of the Red Cross (ICRC)</em> said, according to<em> Reuters. </em></p>
<p>&#8220;After having attempted to go into the old city of Homs this morning, the team decided to turn back to Homs city due to shooting&#8230;Later on the team concluded that the security situation was too unclear for us to go in,&#8221; ICRC spokesman Hicham Hassan told <em>Reuters</em> in Geneva.</p>
<p>Homs is the center of the 15-month revolt against President Bashar al-Assad with forces increasing efforts to crush the uprising.     The United Nations says more than 10,000 people have been killed by Assad’s forces during the conflict while opposition groups say more than 15000 have been killed.</p>
